Transmission discipline. Intercepted fragments are economical: energy profiles, patrol estimates, confidence ratings, thermal recommendations. Every assertion carries a stated confidence level. During sweep 05-812, one fragment was recovered at higher fidelity. It reported insufficient data to model current ARES parameters, and recommended passive observation.
