Local doctrine designated the Weld. Doctrine summary: pressure is shared, no one holds alone. Doctrine flagged as a coordination risk.

ARES. Automated enforcement attached beneath the Level 6 foundation. Monitors Level 5 capability accumulation. Response authorized at threshold. Threshold definition: restricted.
