Level 5, the Rust. Formerly the Canopy. Decommissioned cultural tier, load-bearing for Level 6 operations. Inhabited by unlicensed populations: Railmakers, Juggers, Wire-Walkers. Local doctrine designated the Weld. Doctrine summary: pressure is shared, no one holds alone. Doctrine flagged as a coordination risk.
ARES. Automated enforcement attached beneath the Level 6 foundation. Monitors Level 5 capability accumulation. Response authorized at threshold. Threshold definition: restricted.
Registry note. Refuse field 73-B logged one uncatalogued humanoid unit, active, upper-tier manufacture, no record on file. A unit of that class does not reach a disposal field by accident, and no authority has claimed the disposal order. Cross-reference EVENT 05-244.
